Steps to getting your Texas License to Carry (LTC)
To set your expectations, the LTC course is not a marksmanship class, you should be proficient with, and know how to manipulate your handgun before taking a license to carry class.
There are two steps to the application process, taking a training course and completing an application. You can do either one first.
Step One - Pass the LTC training course
4 to 6 hours of classroom instruction is required, and includes a written examination. Range qualification is also a requirement.
- The written exam has 25 multiple choice questions and covers laws, nonviolent conflict resolution and handgun use and storage, you must score a 70% or higher to pass.
- The range qualification requires firing 50 rounds from a handgun of .32 caliber or greater, including 20 shots at three yards, 20 at seven yards, and 10 at fifteen yards. You must score 175 of a possible 250 to pass.
After you pass both tests the instructor will have you sign two copies of form CHL-100. You will get one of them to mail in with any supplementary forms to your application.
Step Two - Complete the application
There are two ways to apply, online or by mail. The online process is pretty straight forward and much less complicated than the manual mail-in method.
Option One - Applying Online (Easiest Way)
You will need the following information:
- Your Texas Driver License or Texas Identification card.
- Current demographic, address, contact, and employment information.
- Residential and employment information for the last five years.
- Information regarding any psychiatric, drug, alcohol, or criminal history.
- Your email address.
- A credit card. (Visa, Mastercard, Discover, or American Express)

- Everyone should download CHL-16 "Texas Concealed Handgun Laws" handbook and review it before the class.
- If you do not possess a Texas drivers license or Texas ID card, download CHL-6 "Photo Holder" to submit your passport pictures
- If you were born outside of the United States, download CHL-40
Complete the application
Have your fingerprints taken, you will be prompted after you submit your application to make an appointment to have your digital fingerprints take, the DPS no longer accepts "rolled" ink fingerprint cards.
Things that need to be mailed to the DPS after taking the class.:
- The DPS checklist printed at the end of the application process.
- The completed Photo Holder with two passport photos, only if your ID is out of state.
- Documentation required if you apply under a special condition.
- Completed CHL-100, "Concealed Handgun Proficiency Certificate" provided by your instructor.
- When you receive your new license, verify all the information is correct.
Option Two - Applying by Mail ( More Involved)

- Review CHL-40.pdf, Notice - Non-Immigrant - Visa, if your place of birth is outside of the United States.
- CHL-78A.pdf, Original Application Form.
- CHL-78B.pdf, Address & Business History Form, if you have changed your residence or employment in the past five years.
- CHL-78C.pdf, Reported History Form, if you have any mental health or criminal history to explain.
- CHL-85.pdf, Authorization for Release of Records.
- CHL-86.pdf, Knowledge of Laws Affidavit.
- Fill out the downloaded forms. Note that the two affidavits, CHL-85 and CHL-86, must be notarized.
Complete the application and mail to the DPS, along with your application fee, to the address provided
