Agency Purchases

Law Enforcement and Government Agencies may purchase directly from NARO Firearms. Orders must be on an official department purchase order and be accompanied by a Federal Excise Tax Exemption Certificate. A downloadable PDF of the Exemption Certificate is available here.

Individual Officer Purchases

Where permitted by State and Local law and Department policy, orders for Individual Officer Purchase must be authorized by and shipped to your department, and must be paid in full prior to shipment. Orders must be accompanied by an original signed copy, on official department letterhead, of the "Individual Officer Purchase Statement" letter. Pictured above is a fine example ... the Remington 870P LE Breacher shotgun. A short barrel shotgun or SBS, is a category of firearm that is strictly regulated and controlled the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) under the National Firearm Act (NFA) and the Gun Control Act (GCA) of 1968.

The ATF defines a short barrel shotgun as any shotgun if such weapon as modified has an overall length of less than 26 inches or a barrel or barrels of less than 18 inches in length.

Contrary to popular opinion, SBSs are allowed in just about every state within the Continental United States. Always check with your local Class 3 dealer or law enforcement agency before making a purchase, you can always contact us if you have questions, or go right to the source - here's a link to the BATFE.

Building your own

You cannot convert or configure any firearm into a NFA-restricted format prior to receiving approval of ATF 5320.1 - Form 1 "Application to Make and Register a Firearm".

Installing a factory barrel less than 18" or having your barrel shortened is easy to do but once you convert it ... you now have a restricted SBR on your hands requiring an approved ATF form 1.

Technically even owning both the shotgun and parts for the conversion is a NFA violation and defined and "Constructive Intent or Constructive Possession". Play it safe, get your approved form 1 BEFORE you purchase a short barrel or get your barrel shortened.

Purchasing and Transferring Ownership

SBSs are controlled and monitored during their transfer from one person or entity to another.  These transfers are executed on ATF forms, the type of transfer dictates which form is used. The transfer MUST be approved by the ATF before the change of possession actually takes place. This approval can take many months depending on the application type, individual, corporation or trust.

Once the transfer is complete, and possession has changed hands, you must have a copy of the tax stamp (form 4) with the firearm while in your possession, at the range, transporting etc... 

SBSs must remain in the possession of the registered owner, you may not permit anyone to have possession of your weapon without you being immediately present.
